With all the debate in the House, an even tougher fight
is expected in the Senate.
The forces that fought U.S. ratification of Kyoto are
again mounting an all-out opposition. The Environmental
Protection Agency now threatens to regulate carbon emissions, giving Congress additional incentive to take action
first. But achieving legislation that isn’t hopelessly watered
down will require strong leadership from the White House
and vocal support from all of us who are deeply concerned
about the future of our planet. ST
