energy from renewable energy-rich parts of
the country to the major urban load centers. A
green electron highway will bring wind energy
from the Great Plains to the East and South,
and solar energy from the Southwest deserts to
Chicago and the Northeast.
• Launch the Solar Works Administration.
Like FDR’s Works Progress Administration, the
agency would provide millions of jobs creating
new infrastructure. Instead of building roads,
schools and libraries, the SWA would install photovoltaic and solar thermal systems on hundreds
of thousands of homes across the country. Barry
Cinnamon, CEO of Akeena Solar, came up with
this idea. He proposes that the homes selected
for solar installations meet three requirements:
They must be owner-occupied. Their current
appraised value must be less than the outstanding mortgage. And the owner could meet the
existing mortgage payment if utility costs were
reduced. This bold idea would reduce the cost
of solar technologies, expand the installer workforce, cut residential foreclosures and thereby
stabilize residential real estate prices. And it
would improve the integrity of the electric grid.
Past presidents have demonstrated the leadership to move us forward. We are eager to see
President Obama do the same. Let me propose
a new slogan for his first 100 days:
